L' 8-9 novembre 1987 si votò in Italia per cinque quesiti referendari: due sulla giustizia e tre sul nucleare. Qui si tratteranno solo i tre referendum relativi al nucleare.
Ci sono alcuni motivi da tenere presente nel considerare l' istituto del referendum, che in occasione del cosiddetto "referendum sul nucleare" (o "referendum antinucleare") non è stato e non could be "nuclear, not nuclear." [1]

Il terzo motivo è che il referendum permette non solo l’abrogazione totale, ma anche quella parziale di una legge; ciò significa che di una legge composta di cento articoli è possibile abolirne magari uno solo, il che può rendere un’intera legge praticamente inapplicabile a causa di un solo articolo annullato.   [2]
 
Come detto, contemporaneamente si votò per tre referendum relativi al nucleare. Le tre domande che furono rivolte ai cittadini elettori italiani furono le seguenti (se ne riporta il senso, più che il contenuto esatto):
1. Volete che venga abrogata la norma che consente al Cipe (Comitato interministeriale per la programmazione economica) di decidere sulla localizzazione delle centrali nel caso in cui gli enti locali non decidono entro tempi stabiliti? 
(la norma a cui si riferisce la domanda è quella riguardante "la procedura per la localizzazione delle centrali elettronucleari, la determinazione delle aree suscettibili di insediamento", previste dal 13° comma dell'articolo unico legge 10/1/1983 n.8)
 
2. Volete che venga abrogato il compenso ai comuni che ospitano centrali nucleari o a carbone? 
(la norma a cui si riferisce la domanda è quella riguardante "l'erogazione di contributi a favore dei comuni e delle regioni sedi di centrali alimentate con combustibili diversi dagli idrocarburi", previsti dai commi 1,2,3,4,5,6,7,8,9,10,11,12 della citata legge)
 
3. Volete che venga abrogata la norma che consente all’ENEL (Ente Nazionale Energia Elettrica) di partecipare ad accordi internazionali per la costruzione e la gestione di centrali nucleari all'estero? 
(questa norma è contenuta in a much older law, namely N.856 of 1973, which amended Article 1 of the law establishing ENEL).

Nonostante quello che sta avvenendo in Giappone il governo Berlusconi insiste nel voler trascinare l'Italia sulla pazza, pazza strada del nucleare. Gli antinuclearisti vengono spesso tacciati di scarsa razionalità. Ma vediamo, razionalmente, tutte le balle che ci hanno raccontato per convincerci. 1) "Il nucleare è sicuro". Questo non lo sa ancora nessuno (anzi, quello che sta accadendo in queste ora sembrerebbe mostrare il contrario: ricordiamo che il nucleare richiederebbe sicurezza assoluta, quindi i paragoni con centrali di altro tipo, che possono produrre danni all'ambiente ma non del livello di quello di una centrale nucleare non valgono). Chi ha giurato e spergiurato di aver trovato una soluzione ai vari problemi che nuclear power poses, including waste, has always been denied. In questo contesto, con ben cinque reattori danneggiati (la fonte non è GreenPeace, il WWF o il Manifesto, bensì  quei comunistoni del Washington Post  ), il capogruppo alla Camera del Pdl, Fabrizio Cicchitto, a chi gli domandava se può esserci un cambiamento nella posizione in Italia sul nucleare, dopo il tragico terremoto del Giappone, ha risposto irremovibile che le centrali in Italia si faranno. La stessa Germania, dove già è stata programmata (sia pure per ora rinviata di qualche anno dalla Merkel) la chiusura delle centrali nucleari esistenti, è vicina all'obiettivo del 20% di energia solare. Probabilmente i nostri amici mitteleuropei chiamati con disprezzo "crucchi" si sono resi conto che di fronte a certi eventi della natura siamo impotenti, e che quindi se il rischio è sì remoto, ma altissimo e irreparabile, conviene essere prudenti e puntare sulle fonti naturali, rinnovabili. Viene da chiedersi perché in Italia una scelta così evidentemente saggia da dover essere quasi scontata non possa essere perseguita con tutte le forze dai governi, e si debba puntare una fonte energetica obsoleta, che comunque non durerà in eterno (le scorte di uranio sono limitate, a differenza del sole e del vento), che non piace alla popolazione civile. Ma in compenso è amata moltissimo dalle lobby, come quelle che sono dietro al forum nucleare (quello dell'imbarazzante spot sanzionato dall'antitrust come pubblicità ingannevole), dietro al quale, per chi non solo sapesse, ci sono l'Enel ed Edison. E da gente come Scajola, colui che avrebbe dovuto gestire il programma nucleare italiano. Il quale, per inciso, nonostante lo scandalo della casa "pagatagli a sua insaputa" (incredibile che in Italia non basti una mazzetta del valore di 900mila euro per porre fine alla carriera di un uomo politico), sta per tornare.

Insomma, i politici in Italia sono una categoria molto folta (anche troppo), ma pensare che uno zio e un nipote abbiano potuto in questi anni ricoprire (e tuttora ricoprono) cariche così alte nei due differenti schieramenti è cosa che un pochino puzza di bruciato.
